The City That Turned Its Garbage Into Electricity and Its Slums Into Parks
Quezon City's Payatas landfill transformation proves that waste can become wealth when community engagement meets technological innovation

Twenty years ago, the Payatas landfill in Quezon City was a sprawling monument to environmental failure—a mountain of rotting garbage that poisoned the air, contaminated the groundwater, and condemned thousands of informal settlers to lives of unimaginable hardship. The stench of decomposition hung over the area like a permanent cloud. Children played among the trash, scavenging for scraps to sell. Respiratory illnesses were rampant. The land itself seemed to groan under the weight of the city's waste.
Today, that same site produces electricity for 150,000 homes and the surrounding community has been transformed into a model of sustainable urban development. The transformation is so complete that visitors to the area often find it hard to believe that this was once one of the most notorious dumping grounds in the country. Green spaces have replaced the mountains of garbage. The air is clean. Children play in parks, not among waste.
The transformation began in 2010 when the local government, in partnership with the private sector, decided to tackle the crisis holistically. They didn't just want to close the landfill; they wanted to reimagine the relationship between waste and value. The old approach—collecting garbage and dumping it somewhere else—was clearly unsustainable. The city needed a new paradigm.
"We asked ourselves, 'What if we treated garbage not as a problem to be hidden, but as a resource to be harnessed?'" recalls Mayor Maria Josefina Belmonte. "That question changed everything." It was a radical shift in thinking, one that required the city to fundamentally rethink its approach to waste management. The answer was the Payatas Integrated Waste Management Facility, a state-of-the-art complex that combines a waste-to-energy plant, a materials recovery facility, and an engineered sanitary landfill.
The impact on the surrounding community has been profound. The reduction in open burning and leachate contamination has dramatically improved air and water quality. Respiratory illnesses, which were once the number one cause of hospitalization in the area, have dropped by 60%. The barangay has seen a renaissance of green spaces, with parks and community gardens replacing informal shanties. Property values have increased, and new businesses have opened, creating jobs and economic opportunities.
The Payatas model has indeed become a blueprint for other cities across the Philippines and the Global South. Delegations from Vietnam, Indonesia, and Thailand have visited to study the system. The United Nations Environment Programme has recognized it as a best practice case study for sustainable waste management in developing cities.
